本刊实践入选上海市科技期刊建设示范案例库
由本刊编辑部张俊彦、富群华老师撰写的《中文科技期刊应对学术不端来稿的案例分析及单刊实践初探》（发表于《中国科技期刊研究》2022年, 33卷第2期:159-166）一文，近日被评选为2022年度“上海市科技期刊建设示范案例库·优秀论文”。
特别说明：本文实际上是《实验动物与比较医学》期刊编委会和编辑部的集体实践成果——从2020年发现问题开始溯源，到讨论对策、请教专家、制订制度、具体落实，形成了一套适合本刊实际情况的学术诚信治理体系。2022—2021年内查处学术不端来稿近10篇，且从2022年起基本杜绝了代写代投的中介来稿，最新的知网统计数据显示本刊疑似不端论文数为零。

摘要：【目的】 从案例分析出发,探讨中文科技期刊应对学术不端来稿的有效对策。【方法】 通过收集整理2020—2021年《实验动物与比较医学》编辑部发现的7篇涉嫌学术不端的典型来稿,分析其类型、特征和原因,并针对期刊审编校出版流程中可能存在的漏洞推出相应的整改举措,以探索建立单刊学术诚信体系的实践对策。【结果】 7篇来稿涉嫌学术不端的类型主要是代写代投、抄袭剽窃、数据造假等。通过回溯这7篇来稿的投稿及审稿过程,发现存在投稿时作者信息及证明材料不全、外审环节的同行评议质量不高、查证学术不端后的处理及宣教措施不明等情况。对此,编辑部推出相应的整改举措,包括提高投稿要求、加强审稿控制、注重档案管理、加快制度建设、重视宣传教育和提升服务能力等;一年多的实践证明这些策略对学术不端来稿的防范效果显著。【结论】 中文科技期刊应从自身做起,通过严格落实三审制度、加强科研诚信教育、注重刊风学风建设,建立起期刊自己的学术诚信体系,从而保障期刊内容质量,树立中文期刊品牌形象。

Abstract: [Purposes] Based on case study, this paper aims to explore the countermeasures for Chinese scientific journals to prevent academic misconducts. [Methods] Seven typical manuscripts with academic misconducts submitted to Laboratory Animal and Comparative Medicine (LACM) from 2020 to 2021 were collected, and the types, characteristics, and causes of the academic misconducts were analyzed. On this basis, measures against the possible loopholes in manuscript processing were implemented, thereby enhancing the development of research integrity of the journal. [Findings] The academic misconducts in the seven manuscripts were mainly ghostwriting, plagiarism, and data fraud. After analyzing the the submission and review processes of these manuscripts, we discovered the following problems: incomplete information on authors and lack of evidentiary materials in manuscript submission, low quality of peer review, and unclear measures against academic misconducts. In this regard, the LACM editorial office implemented the following countermeasures: improving submission requirements, strengthening peer-review control, emphasizing archives management, accelerating system construction, highlighting publicity and education, and improving service capacity. After more than a year of practice, significant effect on preventing academic misconduct was achieved. [Conclusions] Chinese scientific journals should strictly implement the three-tiered system, strengthen research integrity education, and emphasize correctitude editing and learning atmosphere, thereby developing the research integrity system, improving content quality, and building the brand.
