XIA Changyou, M.S., Research Professor, currently serves as Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Commission at the Harbin Veterinary Research Institute, Chinese Academy of Agricultural Sciences (CAAS); Director of the National Avian Laboratory Animal Resource Center; Deputy Director of the National Key Laboratory of Veterinary Biotechnology; and Director of the Ministry of Agriculture and Rural Affairs and Heilongjiang Provincial Laboratory Animal Quality Supervision and Inspection Station. He is responsible for overseeing laboratory animal and animal experimentation-related work.

XIA Changyou is primarily engaged in laboratory animal breeding, cultivation and depopulation, as well as supervision and guidance of animal experimentation. He has undertaken one project under the National Key Research and Development Program during the 13th Five-Year Plan period and five Heilongjiang Provincial Science and Technology Research Program projects. He has participated in twelve national and provincial or ministerial-level projects, among which SPF Breeding Flock Cultivation Research received the Second Prize of the Heilongjiang Provincial Science and Technology Progress Award in 2004 (second-ranked completer), and Legislative Research on the Heilongjiang Provincial Laboratory Animal Management Regulations received the Third Prize of the Heilongjiang Provincial Science and Technology Progress Award in 2011 (third-ranked completer).

He has published over fifty papers on scientific research and management, including thirty-two in national-level journals (fifteen as first author). He has served as chief editor of five monographs, including SPF Chicken Breeding Management and Quality Control, Introduction to Laboratory Animal Science, Feeding and Feed Formulation for High-Quality and High-Yield Laying Hens, and Feed Analysis and Quality Testing, and contributing editor of four monographs, including Laboratory Animal Quality Control. He has been granted two utility model patents. He also serves as Vice President of the Heilongjiang Laboratory Animal Science Association.
